The Ubarrak were a warlike humanoid species native to the Alpha Quadrant. In the 24th century, they controlled a multi-sector-spanning interstellar empire known as the Ubarrak Primacy.

The Ubarrak had slitted yellow eyes and prominent overhanging brow ridges. They were larger and heavier than humans, broad-shouldered and "powerful." Like humans, they had arteries in their necks where a pulse could be felt. Ubarrak could hold their breath for several minutes. They were also prone to scanning their environment with tiny jerks of the head, as if expecting trouble at any moment. Ubarrak were considered to be crafty and belligerent, and were infamous for having formerly eaten their own young in times of famine. When expanding their empire, they frequently made use of shock tactics to overwhelm their targets and force them into submission. (STA novel: Oblivion, Maker)

By the 2320s, the Ubarrak were hostile to both the Cardassian Union and the Federation, who both blocked the Ubarrak's most desired avenues of expansion. In 2328, they began to annex Zartani colonies in an unclaimed border sector, though they were unable to lay claim to the entire region because of the influence already exerted by the Cardassians and Federation. During his early career, Jean-Luc Picard had encountered the Ubarrak on numerous occasions, and one was one of the officers in Starfleet most familiar with them and their tactics. Several months after he assumed command of the USS Stargazer in 2333, Picard was assigned to a covert mission on Oblivion to acquire stolen Ubarrak tactical data from Nuadra Demmix, a Zartani acquaintance of his. However, the scenario was a ruse conceived by Demmix in order provide false information to the Federation, and to trap Picard and turn him over to the Ubarrak. With the help of Guinan, Picard was able to foil the plot. (STA novel: Oblivion)
