Starbase 18 was a Federation outpost in operation during the 2250s. It was located relatively close to Doctari Alpha, Gamma Hromi, and Ramatis. (DSC: "Context Is for Kings"; Stellar Cartography: The Starfleet Reference Library)
In late 2256, six months into her prison sentence, Michael Burnham boarded a transport shuttle at Starbase 18, for transfer to the penal colony at Tellun. The shuttle was retrieved en route by the USS Discovery. (DSC: "Context Is for Kings")
The base was overrun and destroyed by Klingon forces in 2257. The designation "Starbase 18" was later reassigned to a new space station that became operational circa 2273. (Star Trek: Pendragon; TOS novel: The Wounded Sky)
- The loss of this base during the war is conjectural, but plausible. It allows for the construction of the new base featured in The Wounded Sky. All subsequent references to "Starbase 18" are likely referring to that facility.
