Starbase 173, an Invictus-class starbase
Starbase 173 was an Invictus-class Federation starbase located in Sector 23. Construction on the base was finished in 2365, and it was the hub for Starfleet activity in the sector. At that time, the space station's commanding officer was Vice Admiral Mamoru Nakamura. Captain Phillipa Louvois served aboard the station as the sector's JAG representative.
The USS Enterprise-D stopped at the starbase for crew transfer on stardate 42523.7, during which time Louvois presided over a hearing to determine the legal standing of Lt. Commander Data. (TNG: "The Measure of a Man")
Ensign Sonya Gomez joined the Enterprise engineering staff during that layover. (TNG: "Q Who")
