In 2266, the USS Enterprise visited Starbase 16 after their mission to planet M-113. At that time, the facility was command by Jose Dominguez. (TOS: "The Man Trap")
Commodore Laura Gray assumed command of the starbase by 2269. (Star Trek Continues: "Lolani", "Embracing the Winds")
Later that year, the Great Starship Race began at Starbase 16, running to the planet Gullrey. (TOS novel: The Great Starship Race)
In 2278, the Belle Terre Colonial Expedition set out from Starbase 16 on a six-month journey from to the Occult system in Cluster Z-80 of the Sagittarian Stellar Group, far coreward of Federation space. (TOS novel: Wagon Train to the Stars)
