The Rutians were a humanoid species from the planet Rutia IV. By the 24th century, they were warp capable, and had longstanding trade agreements with the United Federation of Planets, though they remained independent.
In appearance, Rutians were generally indistinguishable from humans of Earth, though their hair coloration could be considered indicative. While the range of hair color was within the human norm, dark-haired individuals tended to have a prominent streak of white or grey hair, while lighter-haired individuals had a darker streak.
In the 2290s, the population of the planet's western continent sought independence from the government of the eastern continent, and were denied. This led to the formation of the Ansata separatist movement around 2296. Originally focused on demonstrations, strikes and political means, the Ansata eventually turned to violence, aimed at forcing the government to grant the western continent independence.
Riots, bombings, even murders and assassinations would continue into the 2360s, resulting in ever-escalating conflict with the Rutian police force. The Ansata were even known to bomb shuttlebusses of school children. Shortly prior to 2366, they began using folded-space transporters to carry out their insurgency.
In 2366, the Ansata abducted Dr. Beverly Crusher, and later Captain Jean-Luc Picard, while the USS EnterpriseNCC-1701-D was delivering medical supplies to Rutia IV. In return for the hostages, they demanded a Federation mediator to settle their dispute. The Rutian government would not agree. Ansata leader Kyril Finn was killed during the rescue of the hostages. In 2368, a Rutian archaeological vessel was the nearest ship to Dulisian IV when the Romulans faked a distress call from the planet in order to lure the Enterprise away from its position at Galorndon Core. (TNG: "Unification II")
