Rutia IV was a Class M planet, the fourth world in the Rutian system. It was the homeworld of the Rutians, a warp-capable humanoid species. While non-aligned, by the 24th century, the planet had longstanding trade agreements with the Federation.
Circa 2296, the planet's western continent was denied independence by Rutian government based on the eastern continent. In response, a separatist group known as the Ansata arose and began using terrorist tactics against the government of the eastern continent in a bid for autonomy and self-determination for their western homeland. The Ansata's terror campaign would continue for over seventy years, past the 2360s. (TNG: "The High Ground")

Around 2391, the planet was struck with an unspecified disaster. Cargo vessels delivering medical supplies to Rutia IV were frequent targets of Nausicaan pirate attacks, causing tension between the Federation Transport Union and Starfleet. (Star Trek Online)
