The Psyll were a sapient, cetacean species native to the planet Volgas in the Hagmi system. In ancient times, their ancestors were uplifted by a race known to them as the Shapers, presumably for use as a sea-farming labor force. After the disappearance of the Shapers, they built their own civilization. As of the late 23rd century, the Psyll population on Volgas numbered over 4.4 billion.

Centuries later, the Orions established a colony on Volgas, and soon made contact with the Psyll. Unlike other indigenous races on Orion-colonized worlds, the Psyll developed a close and peaceful relationship with the newcomers and worked together as partners to share the planet. This unprecedented closeness "compromised" local Orion culture, and separated the Volgasan Orions from their offworld kin.

Many offworlders came to Volgas for trade and for holiday, and to dive the oceans for the many wrecked starships that lie deep beneath the waves. Neither the Psyll or the local Orions had any interest in these wrecks, but they did not stop anyone from exploring them; however, the Psyll always seemed reluctant about helping the divers, or exploring too deeply themselves.
