Star Trek: Pendragon Wiki

Oblivion was the nickname for an immense orbital city located above an uninhabited planet in the Maxia Sector, in neutral space between the United Federation of Planets, Cardassian Union and Ubarrak Primacy. It was originally known as Obl'viaan in the Ubarrak language, its more common name being given to it by the first Terran explorers to visit the city. The massive habitat was made up of sections from a wide variety of starships, including Ubarrak, Yridian, Tellati, Klingon, Orion vessels, and those of nearly countless other species. For as long as anyone could remember, Oblivion was an important center of trade and commerce in that part of the Alpha Quadrant. (Star Trek: Stargazer novel: Oblivion)

By the early 24th century, the city's origins had been long forgotten. No one knew how or why the first ships in the complex had been cobbled together, or who was responsible. But slowly, over time, other ships had been added: some derelict, some new, from space stations to shuttlecraft and cargo pods.

All these bits gradually came together, forming the superstructure of a cosmopolitan metropolis where merchants and entrepreneurs of all species could gather for trade, bartering and making deals both legal and not, away from the interference of empires and federations or the shadow of interstellar politics. Even if the galaxy was at war, traders from all sides of the conflict could still carry out their business in peace on Oblivion. Their nature of their merchandise was likewise unimportant, whether it be entertainment media, contraband medicine or high-yield weaponry. No goods were forbidden on Oblivion, and no peaceful commerce was off-limits.

Even so, Oblivion was not a lawless den of vice. The city had a government and laws, and a constabulary with which to enforce them. Like the other inhabitants of the city, Oblivion's security officers came from many different species. The majority were Rythrian, Enolian, and Tyrheddan, with Cataxxans, Vobilites, Dedderac, Lurassa, even humans and many others made up the rest.

The nexus energy ribbon passed within a short distance, and was visible from Oblivion, every 39.1 years. Guinan came to the city to observe its passing in 2332, and remained there until the following year, when she met Captain Jean-Luc Picard of the USS Stargazer (for the first time, from his perspective).
