The Mobeh sector was an area of space deep within in the Klingon Empire, also known by the Federation designation Sector 21166. Its Klingonese name translated roughly to "a place of exile or isolation." Though many mineral-rich worlds and systems lay within the sector, many of which held the Imperial mines and penal colonies, there were few capable of supporting life. The area was known for its inhospitable nature, a place no Klingon warrior would wish to be sent, and was seen as a convenient dumping ground for dissidents, criminals and political prisoners. The Empire's most infamous prison, Rura Penthe, was located in Mobeh sector.

The Mobeh sector contained roughly a dozen notable star systems, with no Class M planets. The Hurgh Nebula supernova remnant lay on the border, with sections penetrating deeper into the sector. The ancient catastrophe that created the nebula was believed to have irradiated the nearby systems, resulting in their sterile condition and accounting for the presence of such large deposits of dilithium and other rare elements. The density and radiation of the nebula obscures sensor readings and communications, and makes navigating portions of the sector extremely difficult and potentially dangerous.

Circa 2371, the sector was predominately controlled by the House of Voss, a minor house allied with the much stronger House of Kang. At that time, the House of Chang sought to gain control over the sector and its resources as an advanced base for the planned invasion of the Raknor sector. (LUG: Blood & Honor: The Klingons)
