Halka (or Halka II) was a planet in the Alpha Quadrant. The only Class M world in its star system, it was the home of the Halkan civilization. It was in the vicinity of Starbase 47 and the Tammeron system, antispinward of the Betreka Nebula. (Star Trek: Star Charts; Stellar Cartography: The Starfleet Reference Library)
The planet had large deposits of dilithium crystals, which brought it to the attention of the interstellar powers of the region. The Halkans, though, were staunchly pacifist and refused trade with all parties because they did not want to aide, even indirectly, in committing acts of violence.
In 2267, the USS Enterprise visited Halka in hopes of negotiating mining rights, but the mission was unsuccessful. While beaming back to the ship during an electromagnetic storm, the Enterprise landing party consisting of Captain Kirk, Doctor McCoy, Chief Engineer Scott and Lieutenant Uhura, were accidentally transposed with their counterparts from another dimension. Despite remaining independent, the Federation regarded Halka as under its protection, and Starfleet regularly patrolled the area to enforce the Halkans' sovereignty and prohibition against mining. (FASA: The Federation)
Circa 2281, the USS Reliant arrived at Halka to render aid after the planet had been attacked by Orions. Commander Pavel Chekov led a landing party, and learned that a local boy named Lojur had taken up arms against the raiders, and was cast out from his village, Kotha, for this transgression. Taking pity on the boy, Chekov gave him asylum aboard the Reliant. Lojur would go on to join Starfleet, and serve aboard the USS Excelsior.
