The Confederacy of Vulcan was the name of the Vulcan state. Its governing body was the Vulcan High Council, and its capital was in ShiKahr on Vulcan. In 2161, the Confederacy of Vulcan became one of the founding members of the United Federation of Planets. (LUG: The Way of Kolinahr: The Vulcans)
