Carraya IV was an M-class planet in the Carraya system just outside the Romulan Neutral Zone, near the Triangle. Its climate was largely sub-tropical, humid, and covered with dense jungles. (TNG: "Birthright, Part I", "Birthright, Part II"; Endeavour: Through the Maelstrom)
During the 22nd century, it was home to a Romulan colony, which was abandoned sometime after the Earth-Romulan War, when it fell on the Federation side of the Neutral Zone. In the 24th century, it was the site of a secret prison camp, and following the collapse of the Romulan Star Empire, an independent colony. (TNG: "Birthright, Part I"; ENT novel: To Brave the Storm)
A group of Klingons captured at the Khitomer Massacre were brought to the prison camp in 2346. Virtually abandoned and forgotten about by both their Empires, the survivors and the few guards eventually grew to live in harmony in a kind of joint colony under the leadership of L'Kor and Tokath. They would even raise families together, and while supply ships would visit Carraya IV every few months, they had no other contact with the galaxy at large.
In 2369, a Jaglom Shrek, a Yridian trader, brought news Khitomer survivors to Worf. Thinking that his father might be among them, Worf traveled to Carraya IV, and discovered the true nature of the colony. He inspired a desire to live as Klingons among a number of the survivors' children, including Toq, and took them with him when he left. All were sworn to secrecy about the colony and their true origins. (TNG: "Birthright, Part I", "Birthright, Part II")
After the Romulan supernova in 2387, a number of refugees made their way to Carraya IV, where they were welcomed by the inhabitants. The colony grew, and no longer shrouded in absolute secrecy, became a refuge for the displaced, not only Romulans and Remans, but also ex-Borg and representatives of many other species. Over time, the colony developed a good diplomatic relationship with the Federation, and open, if cautious, relations with the Klingon Empire. By the 25th century, some of the refugees from Carraya, or their children, were serving in Starfleet. (Star Trek: Pendragon; Endeavour: Through the Maelstrom)
In 2409, the Carraya system fell within the space of the nascent Romulan Republic. Though the colony remained independent, they became a staunch ally of the new government. The Republic would defend Carraya IV against any threats, while the colony would provide agricultural, medical and scientific assistance to New Romulus. (Star Trek: Pendragon)
During the 2410s, the colony began to see more visitors as traffic through the region increased following the discovery of the Iconian gateway in the nearby Jouret system. (Star Trek Online)
